Abstract
石屏县基层防疫人员是动物防疫体系的关键支撑，当前面临人力短缺、能力不足、保障乏力等挑战，严重影响防疫实效。本文着重分析石屏县动物防疫防控中基层防疫人员队伍建设困境，探索建立包含物质保障、能力提升、职业发展、精神激励等多维度的创新激励机制，旨在稳定队伍、提升效能，筑牢动物疫病防控第一道防线。
